Shelter pups can now join department of homeland security

"The U.S. Department of Homeland Security has decided to start accepting homeless dogs from shelters into its canine program. Prior to this decision, DHS had relied upon breeders who sold untrained dogs to the department at an average of $4,535 per dog, according to records from 2006-2007."
